Windows XP can read the text on your screen and say it out loud. It's not perfect, it won't always pronounce everything correctly, but it's good enough that you will almost always understand it.
Open the control panel.
Open the sounds, speech, and audio devices.
Open the speech properties.

Try out your voice properties.
The apply button changes the speech. The ok button changes the speech and closes the speech properties. The cancel button closes the speech properties without changing the speech.
